Use this tag for monsters with a big tuft around or on their neck, such as Eevee.
See chest_tuft for small tufts of hair.
Note that neck_tuft can be used for any sort of larger tuft attached to the neck, while ruff must go completely around the neck.

A tuft of fur around a character's neck.

Not to be confused with:

• ruff - A larger ring of feathers or fur around the neck.
